September 17, 2026

General meeting · 30 members present

Two representatives of the city’s Neighborhood Services joined us: Karen Clay, our Neighborhood Relations Specialist, and Perrin Lance, Manager of Neighborhood Services.

The main focuses of the meeting were approval of the revised bylaws and the election of the new board for 2027.

Bylaws

The bylaws as currently written were approved by acclamation, with the caveat that a subcommittee will be assembled to review and refine them. This subcommittee will be constituted at the next general meeting, tentatively slated for January 2027. Read the bylaws (PDF).

Perrin Lance conducted the election process. All candidates, who were duly nominated, were approved by voice acclamation. Our new board:

At Large

Additional topics

  • Future association meetings will be announced primarily through the neighborhood’s online channels: the Hilltop Chat on WhatsApp, the email list, and linktr.ee/hilltopchattanooga. We will no longer use mailbox flyers.
  • We requested additional signage from the city to announce meetings.
  • There will be a crosswalk at Sunbeam and Belvoir, but it won’t have flashing lights.
  • We will wait for cooler weather before scheduling the fall neighborhood potluck.
  • Complaints were raised about bushes and foliage blocking views of oncoming traffic on Germantown when coming from Monte Vista, disruptive trash bins and trash on the street and in yards on Chula Vista, and brush on Conner near Glendon.
  • A Halloween open house will start around 8 PM for anyone wishing to stop by and enjoy the camaraderie. Ask a neighbor or the board for details.

From the city

Follow-ups shared by Sarah Moore on items Karen Clay mentioned:

  • The deadline to submit a Neighborhood Action Grant proposal was October 11. If you have ideas for items that could help us communicate with neighbors or beautify Hilltop, let the board know for next time.
  • Neighborhood Services announced the inaugural Chattanooga Neighborhood Excellence Awards, with three categories: Emerging Leader, Outstanding Program Innovation, and Neighborhood Champion. Nominations are open until October 31, 2026. Submit a nomination or read the nomination packet and guidelines (PDF).
  • National Night Out was October 13. Hilltop was registered, and neighbors were encouraged to turn on porch lights and spend the evening getting to know each other.
